Monday 1:30PM Legislative Update
1) Attendees will be updated on legislative changes and activities that impact public safety 2) Attendees will learn about progress to the Statewide NG911 Program, TC Training and Certification Program and recent changes to the ETS Act 3) Attendees will be provided information regarding annual financial reporting requirements and recent activities of the IL-APCO/INENA legislative committees
This super session will start with a full report from the IL-APCO/INENA Legislative Consultant on recent legislative happenings in Springfield, followed by an update from the IL-APCO/INENA Legislative Committee Chairs, John Ferraro and Ralph Caldwell, regarding recent changes to ETSA and the Legislative Committee's activities, and close out with a State of 911 Address from the Illinois Statewide 9-1-1 Administrator, Cindy Barbera-Brelle, with updates regarding the NG911 Program, Statewide Training and Certification Program and Annual Financial Reporting Requirements.
Ms. Cindy Barbera-Brelle was appointed by the Governor’s Office as the first Statewide 9-1-1 Administrator on February 8, 2016 and reappointed for a two-year terms in 2017, 2019, 2021 and 2023. She was previously the Executive Director of the Northwest Central Dispatch System (NWCDS). In this role she oversaw the day-to-day technical, administrative and operational functions of the multi-jurisdictional 9-1-1 communication center that served eleven communities in northwest suburban Cook County. Prior to her incumbency with NWCDS, she served as a Director of the Cook County Sheriff’s Police Department where she oversaw its 9-1-1 emergency communication center for the unincorporated areas of the county. In addition to her work in the public sector, Ms. Barbera-Brelle was a Senior Program Manager with Printrak, a Motorola Company. She oversaw the implementation of multi-agency computer aided dispatch and record management systems. Ms. Barbera-Brelle earned her bachelor’s degree in law enforcement administration from Western Illinois University. She holds a master’s degree from DePaul University and a MBA from the Keller Graduate School of Management. Ms. Barbera-Brelle is a past Region 1 Director with the Illinois National Emergency Number Association (INENA), the Past President of the Illinois Telecommunicator Emergency Response Taskforce, and is a member of the National Emergency Number Association (NENA), Association of Public-Safety Communications Officials (APCO), the Illinois GIS Association (ILGISA) and the National Association of State 911 Administrators (NASNA).
